Any person licensed to sell or exchange firearms shall maintain at his or her place of business a substantially bound book in which shall be legibly written, in ink, in the English language, at the time of the transaction, a record of the sale, exchange, gift or loan, including the date, the name and address of the person to whom the weapon was delivered and an accurate description of the weapon, including make, model and serial number, if any, and the price paid therefor. No entry in the book shall be erased, obliterated or altered. The book shall be available for inspection at all times by any police officer of the city.
