An application for a license or permit shall be accompanied by any fee or deposit required and must be paid in full before the issuance of the license or permit sought; provided, that if application for an annual license is made more than six months after the beginning of the license term as hereinafter provided, the fee for the license shall be one-half of the annual license fee herein called for.
