Any excavation made in any sidewalk, under a sidewalk, or any excavation interfering in any way with a sidewalk located in the business district shall be provided with an adequately relocated walk with a minimum width of three feet and shall be fitted with adequate lighting, handrail, traffic protective facilities such as flares, barricades and the like, overhead protection, and any other precautionary measures, as may be deemed necessary to provide adequate safety to the public. When the routing of a sidewalk requires that parking be prohibited and/or traffic in any way affected then it shall conform to any applicable regulation, code or ordinance.
