§ 31.30 SELECTION.
   The Council selects the City Manager, who is responsible for the efficient administration of the business of the city. The City Manager holds his or her office at the pleasure of the Council. He or she shall be chosen solely on the basis of administrative ability and the choice shall not be limited as to residence qualifications. In the case of temporary absence or disability of the Manager, the Manager shall appoint one of the City Department Heads to perform the duties of manager during the absence. In the event the Manager is unable or unavailable to appoint someone to serve in his or her absence, the Mayor with the advice and consent of the City Council shall appoint an acting manager.
