No person shall allow grass cuttings to be placed onto any street, by reason of mowing grass or otherwise. For the purposes of this section, PERSON includes the owner of the property from which the grass cuttings originate, the person legally entitled to occupy the premises, and/or any person who caused the grass cuttings to be placed onto the street if that person is 18 years of age or older.
