Any person having the care, either as owner or occupant, of any premises bordered by a public street or alley, or graded or paved sidewalk shall remove any goods, wares, merchandise, machinery, junk, wood, rubbish, manure, leaves, grass, sawdust, ashes, garbage or refuse from that portion of the public street or alley abutting the premises and bordered by the nearest limit of the traveled portion of the street or alley.
