All money owed for grave space, grave opening or any other purpose at Linwood or East Linwood Cemetery shall be paid to the City Clerk, who will deliver same to the City Collector; provided that, in the case of burials from out of town or other special circumstances, the sexton may receive, issue receipt and deliver payment to the City Clerk.
