§ 92.39 PROCEDURE WHEN LOT PAYMENTS IN DEFAULT.
   The City Clerk, on April 1 of each year, shall report to the City Manager those lots in Linwood and East Linwood Cemeteries upon which payments are due and in default; the City Manager shall submit the report to the City Council, and the Council may at any time, at its discretion after default in any of the payments for any lot, annul the sale of the lot and declare all rights of the purchaser and the money paid thereon forfeited to the city. All sales of lots made by or in behalf of the city shall be made upon the express condition that all rights of the purchaser, either to the lot purchased or the money paid thereon, shall cease and be forfeited to the city upon any default in any of the deferred payments. The rights of the city, moreover, shall not be lost or impaired by any delay in declaring the forfeiture.
