Upon full payment for any lot, according to the terms of purchase, the City Clerk shall make and deliver to the purchaser a deed conveying the lot. The Clerk shall enter in a book to be kept for the purpose a record of all sales of lots, all payments made, all certificates of purchase given, all deeds made and delivered and all forfeitures.
