Special meetings of the City Council may be called by the Mayor or any three Council Members, by written notice specifying the reason for the meeting to those Council Members not participating in the call, served upon them personally or left at their usual place of abode; but no business shall be transacted at any special meeting except such as the meeting was called for unless by vote of three-fourths of all the Council Members then holding office.
