(A) In all graves in any cemetery in the city and in any cemetery controlled by the city, the top of the box containing the coffin shall be at least four feet below the ground, except where modern cemetery practice regarding placement of vaults may reduce this required depth.
(B) Fencing and other obstruction blocking free passage in the cemetery are not allowed.
