This subchapter may be amended from time to time as deemed advisable or necessary by the authority, provided that no amendment to this subchapter shall be effective unless and until a public hearing is had in relation thereto, at which parties in interest and citizens shall have an opportunity to be heard. Notice of the hearing shall be published in a newspaper of general circulation in the county at least once not more than 30 days nor less than 15 days before the date of the hearing.
