Any person desiring to offer either the full service or limited service of a fixed base operator shall first make application to the City Council in writing setting forth the following:
(A) The specific service or services that the applicant proposes to offer and request a full service or a limited service fixed base operation contract with the city for providing the service or services;
(B) That the applicant submits with the application evidence of insurability in the amount then required by the city with companies approved by the city;
(C) The applicant shall submit therewith a financial statement prepared by a certified public accountant demonstrating the financial ability of the applicant to conduct the commercial enterprise and keep interests of the public fully protected;
(D) The applicant shall provide any additional information and evidence of financial responsibility as the City Council may require prior to formation of a contract with the applicant; and
(E) The applicant shall stand ready to enter into a written agreement with the city on the usual and customary terms and conditions for a fixed base operation, the maintenance of appropriate equipment to provide the services included in the definitions previously set forth.
