§ 91.039 AIRCRAFT REPAIRS, MAINTENANCE AND THE LIKE.
   (A)   Tenants may not perform maintenance operations, which under the provisions of the federal air regulations require the services of a certified mechanic, unless the tenant is a properly certified mechanic, or has a certificated mechanic in his or her full-time employ, or unless he or she works under the direct supervision of a certificated mechanic.
   (B)   No person shall repair an aircraft or any part thereof in any area other than that specifically designated by the city, except that minor adjustments may be made to an aircraft while it is on the loading ramp preparatory to takeoff.
   (C)   No aircraft shall be cleaned or serviced except in areas designated by the city and with materials appropriate thereto unless the operation is conducted in open air or in an area specifically equipped therefor with adequate fireproofing and fire extinguishing apparatus.
   (D)   Service, maintenance and repair operations shall be conducted on the Galesburg Municipal Airport only by licensed mechanics with express authority to do so, except that aircraft owners, hangar owners and lessees may work on their own planes.
   (E)   All maintenance and repair operations conducted on the airport shall be subject to the following limitations.
      (1)   No aircraft shall be fueled or defueled while the engine is running or is being warmed up by an engine heater or while the aircraft is in a hangar or closed space.
      (2)   No person shall smoke within 100 feet of an aircraft being fueled or defueled.
      (3)   No person shall operate any radio equipment or electrical appliances in or on an aircraft during fueling or defueling.
      (4)   During fueling or defueling, the aircraft and the dispensing apparatus shall be connected to a point or points of zero electrical potential.
      (5)   Adequate fire extinguishers shall be present and available to all persons engaged in fueling or defueling aircraft.
      (6)   When gasoline has been spilled on the ground beneath an aircraft, the aircraft engine shall not be started until the aircraft has been pulled away from the spilled fuel.
      (7)   All fueling hoses and equipment shall be maintained in a safe and nonleaking condition and shall be of a style and make approved by the National Fire Protection Association for that purpose.
      (8)   In the event of spillage of fuel, the person responsible therefor will take whatever measures are necessary to remove or render harmless the spilled fuel.
      (9)   No aircraft shall be fueled or defueled while passengers are on board unless a passenger loading ramp is in place at the door thereof.
      (10)   No flammable liquids or materials, including solvents, shall be stored in any open container anywhere on the airport premises, nor dumped in drains, catch basins, ditches or elsewhere on the airport premises.
      (11)   All aviation fuel suppliers shall pay to the city $0.03 per gallon for all aviation fuel and $0.10 per gallon for all aviation oil delivered to fixed base operators on the Galesburg Municipal Airport.
