§ 91.001 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AIRPORT MANAGER. The person designated by the City Manager to manage the physical property and the operations of the airport.
   COMMERCIAL ACTIVITY OR OPERATION. May refer to any of the activities listed under this section and may also refer to others such as vending machines, rental cars, restaurants, airport-based taxi and limousine service and any other commercial activity not specifically listed under this section.
   FULL SERVICE FIXED BASE OPERATION. A person engaged in all of the following: aircraft rental, aircraft charter, flight instruction, licensed airframe and engine repair, line service from 8:00 a.m. until dark with emergency call-out seven days per week and maintaining a full-time work force during the hours that the airport is operating to provide the above services.
   GALESBURG MUNICIPAL AIRPORT. All property and facilities belonging to the Galesburg Municipal Airport, including areas not used for aeronautical purposes.
   LIMITED FIXED BASE OPERATION. Includes any one or combination of two or more of the following commercial activities: licensed airframe or engine repair, agricultural sprayer, air ambulance, aerial photography, sightseeing, aircraft rental or leasing, aircraft charter, aircraft sales, air taxi or sales enterprises dealing in aircraft accessories and flight instruction.
   PUBLIC AIRCRAFT FACILITIES. Includes the following facilities as they are from time to time provided and made available to public use:
      (1)   Runways for landing and taking off of aircraft;
      (2)   Taxiway for ground movement of aircraft;
      (3)   Ramp as tiedown and temporary parking area for the purpose of parking, loading and unloading of aircraft, and performing operations that are incidental to the immediate arrival and departure of aircraft, including servicing with fuel and the movement of mobile equipment used in connection with same;
      (4)   Parking lots for motor vehicles;
      (5)   Airline terminal for servicing needs of commercial airline passengers and cargo;
      (6)   Fixed base terminal for servicing needs of general aviation aircraft, pilots and passengers; and
      (7)   T-hangars to house general aviation aircraft permanently based on the airport.
   TENANT. Any person who has a contractual lease agreement with the city to rent any of the T-hangars for the purpose of storing general aviation aircraft.
   ULTRALIGHT VEHICLE. A vehicle as currently described by the Federal Aviation Authority regulations.
   VEHICLE. Automobiles, trucks, landbound mobile machinery and equipment.
