The Water Superintendent shall be authorized to enter and have free access at all reasonable hours to premises to ascertain the type of material of the water service line connected to the city’s water system and to the water meter. If the access is not provided, the city shall have authority to disconnect water service to the property. This disconnection shall not occur until 14 days after the city has sent the property owner and water customer notice of the potential disconnection.
