§ 113.046 EXPIRATION AND RENEWAL.
   (A)   Term. Except Class G, all licenses issued under this subchapter shall commence on May 1 of each year and shall expire on April 30 next succeeding. The license fee herein provided for shall be reduced in proportion to the number of full calendar months which have expired in any license year in the event a license is issued subsequent to the commencement of the license year herein provided.
The fee may be paid in four equal installments. The first installment is due by April 30 of each year; the second installment is due by July 31 of each year; the third installment is due by October 31 of each year; and the fourth installment is due by January 31 of each year following the third installment due date.
   (B)   Notice. The City Clerk shall notify, by regular mail to the address shown on the license application, the manager and property owner of the renewal date approximately 30 days before the license expires. The Clerk shall send notices for installment payments only to the license holder.
   (C)   Renewal. Any license issued hereunder may be renewed by the licensee prior to the expiration of the term thereof, provided that the licensee is qualified to hold a license under this subchapter, and provided that the premises for which the license is sought are suitable for the purposes for which the license is to be issued. Each license shall have a 30-day grace period at the normal expiration of the license; provided, however, that the licensee shall pay a penalty of 5% of the six-month fee for the existing license if the licensee renews his or her license during the grace period. No refund of the penalty shall be allowed. No other grace period shall be allowed.
   (D)   The city may allow licensees to make quarterly payments for the cost of their liquor license. In the event that a licensee does not make a timely quarterly payment, a fee of $25 per day shall be assessed against the licensee for each day that they remain delinquent on their payment.
