(A) This chapter may be amended; and all licenses issued hereunder are issued subject to power to amend as regards requirements to be met by licensed holders, amount of license fee to be paid or any other matter whatsoever.
(B) If a licensee cannot, or does not choose to, meet any additional requirements imposed by the amendment, he or she may surrender his or her license to the city, in which event the city shall determine how much, if any, the licensee is entitled to have returned to him or her. The decision of the city is final as regards the amount.
