This chapter is enacted in order to protect the health, safety and welfare of the people of the city and to provide standards for the sound and careful control and regulation of sale and distribution of alcoholic liquor. The limitations on the number of certain licenses may be changed from time to time as the City Council finds the economic and social conditions of the city require. If the City Council determines it is in the best interest of the city to lower the number of local liquor licenses within the city, the City Council shall be authorized to first reject or decline to renew the licenses of any establishment that has had their license suspended or revoked in the last two years.
