A tax is hereby imposed to be known as the “Business District Hotel Operators' Occupation Tax” upon all persons engaged within the boundaries of the North Seminary Street Business District in the business of renting, leasing or letting rooms in a hotel, as defined in the Hotel Retailers’ Occupation Tax Act, ILCS Ch. 35, Act 145, § 1, et seq., within the North Seminary Street Business District, at the rate of 1%. This Business District Hotel Operators' Occupation Tax shall not be applicable to the proceeds of renting, leasing, or letting to permanent residents of a hotel, as defined in the Hotel Operators’ Occupation Tax Act, ILCS Ch. 35, Act 145, § 1 et seq.
