The provision of this section shall not apply to:
(A) The United States of America, the State of Illinois, the City of Galesburg, or any department, bureau or agency thereof;
(B) Any person who engages in trimming, pruning or removing trees on property owned by him or her; or
(C) Any public utility, including its employees and authorized agents, when engaged in tree trimming, pruning or removing for the purpose of line clearance and in order to ensure the continuity of utility service to the public.
