(A) Unless some other speed restriction is established the maximum speed limit for all vehicles is:
(1) Thirty miles per hour; and
(2) Fifteen miles per hour in an alley.
(B) For any vehicle equipped with two or more solid tires, the maximum speed is ten miles per hour at all times and in all locations.
