No person on ice skates shall cling to or attach himself or herself or the sled, coaster, toy vehicle, bicycle or other device upon which he or she is riding to any motor vehicle traveling upon a street or alley in the city. It shall be unlawful for the driver of any motor vehicle knowingly to permit any person, whether on foot or upon roller skates or ice skates or while riding on a sled, coaster, toy vehicle, bicycle or other device, to cling to or attach himself or herself or the sled, coaster, toy vehicle, bicycle or other device to the vehicle which he or she is operating.
