(A) The location of all traffic-control signs, signals, devices and markings shall be as shown on the schedules of Chapters 76, 77 and 78. All traffic-control signs, signals, devices and markings erected or in place on the adoption date of this code are ratified and confirmed.
(B) Division (A) of this section does not deprive any city officer, employee, board, commission or committee of any authority heretofore delegated to same, nor shall this chapter restrict the City Council from determining the location of traffic-control signs, signals, devices and markings.
