§ 51.115 ADMINISTRATION AND ENFORCEMENT.
   (A)   This subchapter shall be administered by the city’s Water Division and enforced by the Inspector. Whenever this subchapter provides that anything must be done to the approval of or is subject to the direction of the Inspector, this shall be construed to give the Inspector only the power to determine whether the provisions and regulations established by this subchapter have been complied with, and shall not be construed as giving him or her variance powers.
   (B)   The Water Division with the approval of the City Manager shall from time to time, and as often as necessary, establish reasonable administrative rules and regulations to implement and carry out this subchapter. Copies of the rules and regulations shall be prepared and made available to all interested persons without charge.
   (C)   It shall be the duty of the Inspector to keep a record containing a full and separate account of all inspections and tests made and to make a monthly report to the City Manager; and the report shall indicate the number of tests made and the amount of fees collected for the tests.
