§ 51.112 PURPOSE.
   (A)   The purpose of this subchapter is to protect and promote the public health, safety and general welfare of the city by establishing requirements for cross-connection control and backflow prevention which:
      (1)   Protect the public water supply system from contamination or pollution by isolating within the customer’s water system contaminants or pollutants which could backflow through the service connection into the public water supply system;
      (2)   Promote the elimination or control of existing cross-connections, actual or potential, between the public or consumer’s potable water system and nonpotable water systems, plumbing fixtures and sources or systems containing substances of unknown or questionable safety; and
      (3)   Provide for the maintenance of a continuing program of cross-connection control which will prevent the contamination or pollution of the public and consumer’s potable water systems.
   (B)   This subchapter has been developed in accordance with and as required under the following state requirements:
      (1)   The Illinois State Plumbing Code, 77 Ill. Adm. Code 890.1510, which requires protection of the potable water system from contamination due to backflow or backsiphonage of contaminants through the water service connection; and
      (2)   The Illinois Environmental Protection Agency regulations, 35 Ill. Adm. Code 601 et seq., which requires an active program of cross-connection control which will prevent the contamination of all potable water supply systems.
