Whenever the City Manager shall deem it necessary to protect the public health or welfare, he or she may cause notice to be served on the owner of any premises ordering him or her to separate all storm or surface water drains, or any drains for cooling water from air conditioners, compressors, air filters, air washers or other appliances of a similar nature, on his or her premises from the sanitary sewer system and, whenever a storm sewer is available, provide and maintain a water drain to the storm sewer.
