If the water user shall fail to pay the water bill, a penalty of 10% will be charged to any remaining unpaid balance on the utility account after the statement due date. If the statement due date falls on a Saturday or Sunday or a legal holiday, the penalty shall be extended to the next regular business day of the month due.
