Water bills shall be paid to the city. Any person who pays for water service with a check which is not honored because of insufficient funds will be charged a service fee of $30. If the water user submits two checks, in a 12-month period, which are returned for insufficient funds, the water user will be required to pay cash for the next 12 calendar months.
