(A) Any person wishing to purchase water from the city to be used in the construction of new buildings or for repairing or remodeling of existing structures, or, for construction of any description must submit an application therefore to the City Water Division. Upon approval of the application, water shall be supplied to the applicant subject to the following terms and conditions.
(1) All water supplied shall flow through a water meter installed for that purpose, in accordance with the provisions of this section governing the installation, cost of installation and removal of meters. All water consumed shall be billed to the applicant and all water registered by said meter shall be charged and paid for at the rate designated for hydrant meters by the city.
(2) It is a violation of this section for any person to leave a meter or backflow device (RPZ) unattended.
(3) No meter larger than three inches will be set for construction purposes, and no hose or pipe of more than three inches in diameter will be permitted or allowed to be connected to said meter. The Water Division will determine the appropriate meter size. The applicant for such meter shall pay the following charges/fees:
(a) $500.00 partially refundable deposit payable with application;
(b) $30.00 meter and backflow device testing fee to be deducted from deposit;
(c) $3.50 per day meter charge to be deducted from the deposit;
(d) $3.50 per day per backflow (RPZ) device less than two inches fee to be deducted from the deposit;
(e) $7.00 per day per backflow (RPZ) device two inches and larger fee to be deducted from the deposit; and
(f) $30.00 per meter setting and removal charge by Water Division personnel.
(g) In addition to the fees of this section, the applicant shall be responsible for the full amount of any damage to the meter and backflow device (RPZ) after it is set by Water Division personnel, in addition to any remaining balance of said deposit, and said deposit amount shall not limit the city in recovering the full amount of such damage. In the case that the dial is broken or the meter fails to register the amount of water consumed, an estimated amount of water used will be determined by the Water Division and billed according to § 51.066 of the city Code of Ordinances.
(h) Any excess deposit remaining after payment of all fees, costs and charges provided for herein shall be returned to the applicant.
(4) As an alternative to the installation of a water meter as set forth above, the applicant may obtain water through an existing water meter on the subject premises; or from an adjoining property upon a showing of written permission from the adjoining property water account holder.
(5) Where water cannot be obtained from any other source, and the Water Superintendent deems that it does not interfere with proper fire protection, a meter will be attached to one of the openings of a fire hydrant, such supply to be controlled by a small valve on the meter connection. In no case shall the fire hydrant valve proper be opened or closed by anyone but a representative of the Water Division as provided in § 51.066 above.
(6) Where water is to be used for special purposes or where in the judgment of the Superintendent it is not advisable to set a meter, a special valve will be set on one of the openings of the fire hydrant for the control of such supply. In no case shall the hydrant be opened or closed by anyone but Water Division personnel as provided in § 51.066.
(7) A minimum of 24 hours notice shall be given to the Water Division prior to the installation of a temporary hydrant meter. If such notice is not given the Water Division will install the meter as soon as personnel are available.
(B) Special Use Meters.
(1) Under certain circumstances a hydrant meter may be purchased from the Water Division for users that require more frequent temporary water service. A quarterly fee and reading of the meter will be required. An approved backflow device (RPZ) must be purchased by the user and tested annually at the user’s expense. The Water Division can require the meter to be tested at any time. The person using these meters must notify the Water Division immediately in the event problems arise accessing water from our system. Proper hydrant operation must be used to avoid any costly repairs to hydrants and mains.
(2) The Water Superintendent will determine what users would qualify for one of these special use meters.
