§ 51.008 WATER METERS.
   (A)   Installation. The city shall furnish all five-eighths inch and three-fourths inch water meters to water users or parties desiring to use water from the City Water Division. All other water users or parties desiring to use water from the City Water Division shall be required to use a water meter of a make as shall be approved by the City Council. All water meters shall be connected with the service pipe furnishing the supply in a manner that all water so furnished or supplied shall pass through that meter and be registered. The location of meters shall be determined by the Water Superintendent and shall be so placed as to be easily accessible for the purpose of making repairs or taking statements of the index thereof. In case obstructions are so placed that a meter is not easily accessible, the Water Superintendent shall notify the party controlling the same to remove the obstructions and in case of failure, refusal or neglect to do so within a reasonable time, to be stated in the notice, the Water Superintendent shall turn off the supply, and it shall not be turned on again until the obstructions have been removed and a fee of $27 paid for turning off and on the water.
   (B)   Repair. The city shall keep and maintain all five-eighths inch and three-fourths inch meters being used in the city in good repair and working order, excepting that the water user shall be liable for the expense of repairing any water meter damaged because of negligence of the water user. All other meters shall, at his or her or its own expense, be kept in good repair and working order by the owners thereof, provided that the repair work shall be performed only by the city and at the expense of the owner. The water takers must at their own expense also keep their service pipe and all fixtures connected therewith in good repair and protected from frost, and must prevent all unnecessary waste of water, or the water may be shut off. The Water Superintendent shall be authorized to enter and have free access at all reasonable hours to premises to ascertain the location or condition of all hydrants, pipes or other fixtures attached to those works. It shall be the duty of the officer, in case he or she discovers any defect or leak in a private pipe, to give notice in writing to be left at the premises and if the necessary repairs are not made within 48 hours thereafter, the water shall be turned off, and shall not be turned on again until the repairs shall have been made and the sum of $15 paid to the city for turning off and on the water.
