(A) Unless approved by the City Manager, all water users shall be required to deposit with the city, at a minimum, an amount equal to three months of the current minimum monthly bill for water, sewer and refuse, rounded up to the nearest $5, before water service is activated. Upon discontinuance of water service, the deposit will be refunded to the person having made the deposit, less any amount remaining due on the water service account.
(B) A water user may be required to provide an additional deposit if the water user’s bill is late more than two times in a 12-month period or if the water user discharges a water debt pursuant to bankruptcy. The amount of the deposit shall be three times the water user’s last water bill.
