No owner, agent, occupant, responsible party or person shall dump, deposit, drop, throw, discard or otherwise dispose of solid waste on any part of a street, alley, walk, park or other public place, except in compliance with this chapter. These acts do or may create a hazard to the health or safety of individuals or the public, are conducive to rodent or insect infestation, present a fire hazard, contribute to conditions that cause blight and property degradation, and may become dangerous to children playing in the neighborhood, except when the material is contained in a proper receptacle, bundled or neatly stacked until lawfully set out for collection in accordance with this chapter.
