(A) No mobile home shall be admitted to a mobile home park without having displayed in accordance with § 3-120 of the Illinois Vehicle Code, (ILCS Ch. 625, Act 5, § 3-120), as amended, a display certificate of title. A mobile home park operator who admits a mobile home without proper display certificate of title shall be guilty of an offense.
(B) Representatives of the city and all other law enforcement officers may enter any mobile home park at any time for the purpose of determining which, if any, mobile homes located therein do not have displayed the display certificate of title referred to hereinabove.
