§ 35.036 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BIODIESEL. A fuel composed of mono-alkyl esters of long chain fatty acids derived from vegetable oils or animal fats, designated B100, and meeting the requirements of ASTM (American Society for Testing materials) D6751.
   BULK USER. Any person who purchases motor fuel for storage in bulk storage facilities located within the city, which facilities are owned, leased or controlled by the person, for subsequent dispensing into the supply tanks of internal combustion engines operated by the person.
   COMPRESSED NATURAL GAS. Natural gas compressed to a pressure at or above 200-248 bar (i.e., 2900-3600 pounds per square inch) and stored in high-pressure containers. Compressed natural gas is subject to tax at the rate established in § 35.037 (A), below. However, because compressed natural gas cannot be measured in gallons, it must be converted to gallons using a conversion factor. For purposes of calculating tax under the Motor Fuel Tax Ordinance, a gallon of compressed natural gas means a quantity of compressed natural gas equal to 126.67 cubic feet of natural gas at 60º F. and one atmosphere of pressure. In the alternative, it means a quantity of compressed natural gas that weighs 5.66 pounds.
   GASOHOL. A fuel used chiefly in internal combustion engines which is comprised chiefly of gasoline and ethyl alcohols in variable quantities.
   GASOLINE or DIESEL FUEL. A volatile, highly flammable or combustible, liquid mixture of hydrocarbons produced by the fractional distillation of petroleum and used chiefly as a fuel in internal combustion engines, but shall not include mixtures commonly known as kerosene and aviation fuel, or mixtures used in the heating of buildings.
   LIQUIFIED PETROLEUM GASES. A group of hydrocarbon gases, primarily propane, normal butane, and isobutene, derived from crude oil refined or natural gas processing.
   MOTOR FUEL. 
      (1)   All volatile and inflammable liquids produced, blended or compounded for the purpose of, or which are suitable or practicable for, operating motor vehicles, including but not limited to gasohol, gasoline, biodiesel and diesel fuel as defined in this section: and
      (2)   Compressed natural gas and liquefied petroleum gases as defined in this subchapter which are suitable or practicable for operating motor vehicles.
   PERSON. Any natural person, trustee, court-appointed representative, syndicate, association, partnership, firm, club, company, corporation, business trust, institution, agency, contractor, supplier, vendor, vendee, operator, user or owner, or any officers, agents, employees or other representative, acting either for himself or herself or for any other person in any capacity, or any other entity recognized by law as the subject of rights and duties. The masculine, feminine, singular or plural is included in any circumstances.
   RETAIL GASOLINE DEALER. Any person who engages in the business of selling motor fuel in the city, to a purchaser for use or consumption and not for resale in any form.
   SALE, RESALE and SELLING. Any transfer of ownership or possession, or both, exchange or barter, conditional or otherwise, in any manner or by any means whatsoever for a valuable consideration.
