It shall be a separate municipal offense for any person to receive four or more citations for violation of § 91.22 within a 24 month consecutive period. Such person shall be cited as a habitual violator. Any person found guilty of violation of this section shall be fined a minimum of $1,000 and a maximum of $2,500 for each habitual violator citation.
