The City Council hereby finds that, to protect and preserve the public health, safety and welfare as well as to be consistent with the authority granted to the city at ILCS Ch. 510, Act 5, § 24, it is necessary to prohibit the ownership of certain animals within the city and to establish regulations governing the ownership of animals allowed within the city.
