Employees of the combined waterworks and sewerage system shall have the right at all times of access to any person’s premises, for the purpose of ascertaining the number and type of water and sewer connections to the combined system. Any person refusing to permit the employees of the waterworks and sewerage system that above described right of access to his or her premises shall be subject to a penalty as hereinafter provided.
