It is declared to be the policy of the city to require or assist in the enforcement of all ordinances and statutes of the state with respect to regulation, construction and sanitation of all outhouses, cesspools and septic tanks and to require the testing at regular intervals in accordance with the laws thereto pertaining to all private water supplies.
