Each such license shall terminate on the last day of April next following the date of issuance. The fee to be paid shall be reduced in proportion to the full calendar months which have expired in the year prior to the issuance of the license; and shall be paid in full prior to the issuance of the license and not later than April 30 in the case of a license issued as of May 1.
