In all cases where, in the opinion of the Mayor, the public peace is likely to be endangered by the keeping open of premises licensed hereunder, it shall be lawful for the Mayor to issue his proclamation, under the Seal of the City commanding and enjoining all persons licensed by said city to sell at retail any of said liquors, and their servants and agents, to close their shops and places of business for such time as the Mayor shall deem necessary; and neither to sell, give away or suffer to be drawn, any of said liquors in or about their premises during the time mentioned in said proclamation.
