§ 110.01 INTENT.
   It is the intent of the City Council to enact this chapter providing standards and licensing procedures for businesses, occupations, activities and other operations subject to licensing not otherwise provided for within the city for the following reasons:
   (A)   To protect the public health, safety, and welfare of citizens and guests of the city; and to protect the quality and character of the community;
   (B)   To protect the needs and interests of the permanent businesses of the city;
   (C)   To accommodate special events and festivals that provide added attraction to the city;
   (D)   To support local not-for-profit charitable events;
   (E)   To provide an applicable means by which the city can enforce these requirements and procedures.
