§ 97.06 GRADES.
   (A)   Grades to be on center line of streets. All grades for streets in the city shall be on the center line of said streets, and the fixed points shall be at the center of the intersections of said street with each other or at the points at which, if they were extended, such streets would intersect, or at other points in the center line of said streets otherwise definitely located.

   (B)   Sidewalk grade requirements. All grades of sidewalks shall be prescribed by the City Engineer with the approval of the City Council.

   (C)   Grade changes to be approved by Superintendent, Council. The establishment of any grade by the City Engineer shall fix and determine the permanent grade for the purpose designated, but such establishment of any such grade shall not be construed to authorize any person or company to change or alter the existing grade or condition of any street or sidewalk, or any part thereof, until ordered to be so altered by the City Council, and then only under the supervision of the City Engineer.
