At any time after ten days from the date notice is served or mailed the city may remove the infected tree or trees or cause the same to be removed and shall no later than 30 days after removal bill the property owner for its actual cost for the removal. This cost of removal shall be a lien on the premises upon which the trees were situated and the city may file its lien in the Recorder's office thereof, in the same manner provided in the ordinance establishing water and sewer rates.
