It shall be unlawful for any person to erect a gasoline filling station or bulk plant for the sale or storage of gasoline, fuel oil or petroleum products in the following district in the city:
In the area bounded on the westerly side by Bench Street, on the northerly side by Meeker Street; on the easterly side by Water Street and on the southerly side by Spring Street.
