§ 93.03 FIRES IN STREETS.
   It shall be unlawful for any person to set fire to or burn any hay, straw, chips, shavings or other combustible material or refuse in any street or lot, or in any part of the city, unless permission from the city is obtained nor to stack, file, throw or deposit any hay, straw, shavings or other combustible material in any street, alley, lot or part of the city for in excess of six months, without having the same enclosed and covered so as to be protected against fire.
