(A) It shall be unlawful to blast any rock, iron or other material with gunpowder, giant powder, nitroglycerin, dynamite, blasting powder or other explosives, within the limits of the city, without first obtaining the permission to do so from the City Council.

(B) No person shall keep in any house, store, cellar, warehouse or other building within the limits of the city, a greater quantity of gunpowder than 25 pounds at one time and the same shall be kept in tin canisters or cases; nor shall any person keep or store in any house, store, cellar, warehouse or other building within said city any dynamite, nitroglycerin or any of the explosive products thereof, or any substance or compound containing either nitroglycerin or dynamite, in quantities exceeding 25 pounds.
