(A) It shall be unlawful for any person to operate or permit the operation of any of its vehicles with a gross weight in excess of the limitations set forth below upon the following described streets:

Kelly Lane | From Ridge Street to Soulard Street | 5 tons |
Prospect Street | From Elk Street to Green Street | 5 tons |
West Street | From Gear Street to Spring Street | 16,000 pounds |
(B) The gross weight limitations set forth in division (A) above shall not apply to the following vehicles.
(1) Garbage and refuse collection vehicles.
(2) Snow and ice removal equipment.
(3) Fire apparatus.
(4) School buses
(5) Any vehicle while engaged in the acquiring or delivering of persons, goods, or merchandise to or from a residence or business located on said street when there is no alternate street available.
