All newly elected Councilpersons shall be sworn in and take office during the first special or regular meeting in the month of May immediately following the election, at which such Councilperson was elected; provided, however, that any Councilperson elected at a special election shall be sworn in and take office at the first special or regular meeting immediately following the canvas of the election at which such Councilperson was elected.
