The city is hereby declared to be an employer within the meaning of the Illinois Workers' Compensation Act, all employees of the city are hereby declared employees within the meaning of the Illinois Workers' Compensation Act, all employment and activities of all employees of the city are covered by the Illinois Workers' Compensation Act and the Illinois Workers' Compensation Act shall apply to the city, all of its employees and all of their activities.
